Nothing went smoothly while the communists in Korea had the right and desire to agitate. During the exchange of prisoners, the communists constantly complained to the U.N. as to how they were handling the exchange, or of alleged violations of the armistice agreement. From the first days of the truce talks this was used by the communists to waste time or evade an important issue then being discussed, if it were not a matter of storming out to avoid the issue it was marching in with a new accusation or trumped up charge.
