The issues that arose in Admiral Coontz’s tenure continued into that of Admiral Eberle. Austerity and isolationism were still public policy, and the result was that the United States Navy fell behind in its allowed strength as other nations grew stronger. Eberle gained needed support from Congress for the building of eight cruisers of the Pensacola and Northampton classes.
