Unable to make progress in their ground war, Iran and Iraq began targeting each other’s commercial traffic, especially oil tankers. When other Persian Gulf states began carrying Iraqi oil, these ships and many neutral carriers came under fire from Iranian boats and aircraft. The United States began sending patrols into the Gulf to offer protection, as Operation EARNEST WILL.
