The outbreak of war in Europe, whose merchant fleets and navies dominated the movement of commercial goods around the world, threatened the well-being of the Unites States economy. At the start of the war, the number of shipyards and workers was not sufficient to meet national needs. Through aggressive management, the Emergency Fleet Corporation expanded ship construction to meet wartime requirements.
